Heat the oven to 350°F. Coat a 9×13-inch baking dish with nonstick cooking spray.
Prepare the tortellini according to the package instructions, but stop cooking it 1 minute before the recommended cooking time.
While the tortellini cooks, place the ground beef in a large, deep skillet over medium heat. Cook until the beef is browned.
Stir the minced garlic into the browned beef and cook for another 30 seconds. Drain the excess fat from the skillet.
Pour the marinara into the skillet with the beef. Stir together and allow the sauce to simmer for 10 minutes.
Drain the tortellini, transfer it to the skillet, and stir until the pasta is evenly combined with the beef and marinara.
In a small mixing bowl, combine the cream cheese, ricotta cheese, garlic powder, onion powder, and salt. Mix thoroughly.
Transfer half of the tortellini mixture to the prepared baking dish. Spread the cream cheese mixture over this layer.
Add the remaining tortellini mixture, then scatter the shredded mozzarella and Parmesan evenly over the top.
Cover the baking dish with foil and bake for 30 minutes.
Remove the foil and return the casserole to the oven for another 10 minutes.
Finish with the minced fresh parsley and serve.
